| 摘 要： | 近年来,我国一些地方政府在不同层面和范围进行了大部制改革的实践探索,取得了一定的成效。归纳起来主要有随州模式、深圳模式、成都模式、富阳模式及顺德模式等五种模式。这些大部制改革模式对我国的地方政府机构改革都具有一定的借鉴和启示意义。这五种改革模式普遍存在的一个问题是缺乏对大部门权力实行有效的监督。有效监督首先要从内部监督入手,实行决策权和执行权相分离,执行机构内部可以引入市场机制,实行弹性管理;二是要建立与大部制形成对口式的立法型监督委员会制度,强化人大对大部制的监督;三是要建立健全法律保障制度,强化法律监督。

| Abstract: | In recent years,super department system reform has been carried out at different levels and some achievements have been made.Five modes can be summarized as Suizhou mode,Shenzhen mode,Chengdu mode,Fuyang mode and Shunde mode.These modes can serve as examples and produce some enlightenments on the local government organization reforms,but a common problem exists,that is,lacking of effective supervision.The relative measures are put forward in this paper. |
