| Abstract: | That the public library must serve each person as equals is the purpose of Manifesto of the Public Library of UNESCO . From this purpose and the nature and tasks of the Chinese public libraries, the paper sets forth that "Do Everything for Readers, Work for All the Readers" ought to become the basic thought of idea of the public library management at all levels in China . |
