| 摘 要： | 由于封闭的地域条件以及人们的认识水平所限等原因的影响,西藏的人口文化科技素质较低,制约了经济社会的持续发展。西藏农牧区经济、社会、生态等方面的持续发展,必须做到:坚持冬元化的农牧区人力资源开发模式;鼓励少数民族实行计划生育;大力发展职业教育;走循环经济之路。

| Abstract: | The closed geographical conditions and people' s poor level of understanding result in the poor cultural quality of population in Tibet, which restrict the social and economics sustainable development in Tibet. In order to keep the economic, social and ecological sustainable development of the agriculture and pastoral areas in Tibet, we must stick to the multiple human resources exploitation modes in agriculture and pastoral areas, encourage ethnic regions family plan, hardly develop the vocational education, and take the developing road of circular economy. |
