| 摘 要： | 抗日战争时期，晋西北抗日根据把安置移民和难民作为根据地人力资源开发和利用的一项长期而重要政策。这一政策的执行，促进了根据地经济繁荣；形成了互助互济的良好社会风气；引起了社会关系的变动；为夺取抗战胜利提供了有力保障,对增强党的凝聚力树立了典范。

| Abstract: | In the period of the Anti-Japanese War,for the purpose of defending Japanese soldiers and developing agriculture,Jin West-North Anti-Japanese revolutionary area made the arrangement of migrants and refugees as an important policy for labor resources development.This policy promoted the prosperous economy development, forming the good social atmosphere;Causing the changes in social relations and provided a strong protection to win the victory in the war of Resistance Against Japan. |
