| 摘 要： | 引咎辞职是领导干部由于直接或间接的责任,造成一定损失或社会不良影响,从而主动承担责任的一种自查、自律或自究行为,是建设责任政府的必要步骤。它作为对公务员监控机制的思路,在我国现有的人事制度改革中发挥了一定的积极作用,但是其中的问题和潜在的障碍也不容忽视。为此,必须结合实际,完善具有中国特色的引咎辞职制度。

| Abstract: | Taking the blame and resigning is a kind of self-examine,self-restrain and self-investigation of initiative responding action for leading cadres,due to their own direct or indirect obligations,working some community losing and social blight.It is necessary for constructing duty-government.As a thought of supervisor-system for civil servants,it makes some active effects on our current personnel system,and there also being some potential drawbacks that we can't ignore.Thus,we have to combine physically and perfect the system of taking the blame and resigning with Chinese features. |
