| 摘 要： | 从人与自然的和谐关系为切入点,来分析循环经济与可持续发展的内在一致性和本质特征,可以发现二者随资源与环境问题相伴而生,有着共同的渊源。它们倡导的是经济系统要和谐地纳入自然生态系统,其目的是实现人与自然、人与人、人与社会的和谐相处。因此,循环经济和可持续发展是构建和谐社会的重要基础。构建和谐社会的过程,就是遵循可持续发展观的过程。如果人类在社会经济活动中过度使用资源和排放污染,就会违背自然生态系统中物质循环、能量流动和信息传递规律,导致生态系统结构破坏和功能下降,从而削弱和破坏经济社会发展的基础,人与人的和谐、人与社会的和谐就不可能在人与自然的协调、和谐中得到实现。为了发挥循环经济与可持续发展的支点作用以构建社会主义和谐社会,应当进一步强化政府职能,加快法制建设,调动企业的内在动力,增强公众参与意识,倡导绿色消费。

| Abstract: | Taking as the point of departure the view of a harmonious relationship between man and nature,and the inter- nal consistency between the recycling economy and the sustainable development,the paper proposes that both of them are ac- companied by resources and environment,and have a shared origin.That is,the economic system must be integrated into the natural ecosystem by means of harmony,which aims at realizing a harmonious term between man and the nature,man and man,man and the society.Therefore,the recycling economy and sustainable development are important foundation for building up a harmonious society.In fact,that process confirms to the principle of sustainable development.If human beings make excessive use of resources and emissions of pollution in the socio--economic activities,it will breach the law of the ma- terial cycle,energy flow and information transmission in the natural ecosystems,which would result in destruction of the e- cosystem structure and declination in its function.Furthermore,it will weaken and undermine the basis of economy and so- cial development,and the harmony between society as well.In order to build up a harmonious society by economy and sus- tainable development which play a fulcrum role of recycling,we should further strengthen the functions of the government, expedite the building of the legal system,stimulate the internal drive force of enterprises,enhance the awareness of public participation,and advocate green consumption. |
