| 摘 要： | 中国传统监狱缺乏专业人才，常由“佐贰杂流滥竽充数”，导致狱制腐败，诟病重重。晚清政府顺应近代监狱行刑观念的转变，举办监狱教育，培养监狱专官；同时改定狱官品级、提高狱官待遇及政治地位。虽然改革在短时间内并没有取得显著效果，但这是以正规的学校教育和系统的法律、监狱学理念培养监狱管理人才为出发点，开启了近代监狱人才培养的大门，为其后民国政府进行狱制改革提供了典范和人才储备。
