摘    要:中俄科技合作是中国和俄罗斯21世纪战略合作伙伴关系下的重点合作领域,必须制定合理的双方科技合作的战略和策略,而战略和策略的制定应该以客观评估双方的科技实力和未来潜力为基础.本文基于科技潜力的内涵建立了科技潜力评价指标体系,并应用加权主成分TOPSIS价值函数模型对中国和俄罗斯的科技潜力进行了评价和比较分析,研究结果对中俄科技合作战略和策略的制定具有一定的参考价值.

Abstract:While Sino-Russian STC is an important field of cooperation under the background of strategic cooperative relationship in the 21st century between China and Russia,it's essential to establish rational strategy and policy of STC,which should be based on evaluation of technological strength and future potential.Based on connotation of technological potential,this paper has established a index system of technological potential evaluation and implemented an evaluation and comparative analysis between China and Russia by using weighted principal components TOPSIS valuation function model.The research result will be a good reference for the establishment of strategy and policy of STC.
