| 摘 要： | 在概述现代科学研究和当代科技革命特点的基础上，分析了对高校科研管理的要求和现行科技管理体制与机制的弊端。并对高校内部科技管理体制与机制创新中的关键性设计提出了建议。

| Abstract: | On the basis of summing up modern scientific research and characteristic of contemporary revolution in science and technology, this article analyzed the requisition for scientific research management of institution of higher education, current scientific and technological management system and drawbacks of the mechanism. Moreover, the paper put forward the suggestions on the key design of the scientific and technological management system and on the innovation of mechanism inside the university |
