| 摘 要： | 平潭作为海岛型城市，在自然资源和社会条件上具有发展循环经济的基础。近年来，受产业结构升级速度不及环境质量改善速度的影响，平潭“大循环”经济发展水平整体下降。从国际旅游业、交通运输业、绿色建筑、渔业养殖和高科技产业五个方面介绍平潭“小循环”经济的具体实践，分析其面临的困境，提出保障水资源供给、夯实第一产业、优化营商环境和培育战略性新兴产业等对策。

| Abstract: | As an island city, Pingtan has the basis for developing a circular economy in terms of natural resources and social conditions. In recent years, due to the fact that the speed of upgrading the industrial structure is slower than that of improving the environment quality, the level of Pingtan’s “big cycle” economic development has declined as a whole. Then, some “small cycle” economic practices in industries such as international tourism, transportation, green building, fishery breeding and high-tech industry were summarized, and the difficulties faced by Pingtan in developing circular economy were analyzed. Finally, some countermeasures were put forward, such as to ensure the supply of water resources, strengthen the primary industry, optimize the business environment and cultivate strategic emerging industries, and so on. |
