| 摘 要： | 地方政府作为国家权力机关的执行机关 ,对于高校科技成果向企业转化、推动地方经济乃至整个国家的经济发展负有重要责任。本文运用创新理论及公共管理理论 ,以地方政府和高校为研究对象 ,从高校科技成果转化的角度 ,研究和探索地方政府的管理创新问题 ,重点研究了国家创新体系中高校、地方政府、企业三者关系问题 ;以人为本的管理思想与地方政府创新人才激励机制问题 ;地方政府职能转变与科技中介组织问题

Research on transformation of high-tech achievements and local governmental management innovation |

| Abstract: | As an executive organ of the state power, local government is responsible for the transformation of high-tech achievements of universities, which will surely give much impetus to both local and national economic development. With both innovation theories and public management theories, and with local governments and universities as its subjects of study, from the angle of the transformation of high-tech achievements of universities, this article mainly study the relationship between universities and institutes, local governments and enterprises in the whole national innovation system. The article also involves the problem on human-based management theories and personnel inspiration mechanism and that on local government functional transformation and technical intermediaries. |
