摘    要:基于1997-2010年中国31个省市的水足迹强度的计算,本文分析水足迹强度差异与劳均GDP差异之间的关系,使用面板数据模型对各省市劳均GDP差异收敛性和水足迹强度差异收敛性进行实证估计。研究显示:①1997-2010年中国各省市水足迹强度呈现出下降的趋势,中国水资源的利用效率在明显提高;②中国各省市劳均GDP存在β收敛,在空间滞后效应和空间误差效应假定下,劳均GDP收敛速度变慢;③中国各省市水足迹强度是收敛的,随着各地区劳均GDP差异的缩小,水足迹强度差异也在缩小,但收敛速度慢于劳均GDP的收敛速度;④在空间滞后效应和空间误差效应假定下,水足迹强度下降速度和劳均GDP增长速度的差异在缩小。

Abstract:With the rapid development of China's economy, water crises have become an important factor restricting China's social and water resource sustainable development. Improving water resource utilization is the key to solving this growing problem in China. Traditional evaluation of water use efficiency involves only water consumed by agriculture, industry and residents, but this measure does not reflect the real water resource consumption of society. Water footprint intensity is an index reflecting water resource utilization efficiency. Some researchers have analyzed productivity growth and energy intensity, but rarely investigated the relationship between water footprint intensity in China's provinces nor studied convergence with economic growth. Based on water footprint intensity in 31 provinces from 1997 to 2010, we analyzed the relationship between water footprint intensity and productivity differences and estimated the convergence of productivity and water footprint intensity using a lagged adjusted panel data model. We found that water footprint intensity shows a downward trend and this implies that China's water use efficiency has increased significantly. Water footprint intensity converges with productivity. Based on these data, we make several policy suggestions for the healthy development of China's water use policy. Cooperative relationships need to be established by making full use of the conditions of water resources endowments and differences in water footprint intensity between different regions.
