| 摘 要： | “应试教育”与“素质教育”是既对立，又统一的。两种教育模式在观念和实践上的对立和差别构成了斗争性的一面。但应当清醒的认识到：推进素质教育，是对传统教育思想和陈旧教育观念的深刻变革，不可能毕其功于一役。改变应试教育现象的根本出路在于大力改革和发展教育事业，以人事制度、考试制度的变革等举措促进素质教育的实现。

| Abstract: | Exam-based education and Quality education is both opposite and unity. The opposite and differences of the two models form conflicting spirit in concepts and practices .So we should clearly realize that the purpose of pushing on quality education is to change educational thoughts and outmoded concepts is tradition. And the fundamental way out for quality education lies in devoting our major efforts to reforming and developing education. Meanwhile, the reforming measures of personnel system, the change of examination system will promote the realization of the quality-oriented education. |
