| 摘 要： | 改革开放以来,我国职业教育经费保障政策演进经历了逐步恢复期、法制规范期、稳步发展期、全面深化期四个阶段。虽然职业教育经费保障政策为职业教育的健康稳定发展提供了积极的制度保证,但还存在着整体教育经费总量占比不高、生均经费较低且区域差距较大、社会力量投入职业教育办学力度不够等问题。在新的历史时期,职业教育经费保障制度要适应职业教育发展的现实需要,须从持续加大政府财政拨款力度、基本落实职业教育生均经费标准以及完善多元化的职业教育经费筹措机制入手,以破解职业教育经费保障的难题。

| Abstract: | Since the reform and opening up,the evolution of vocational education funding policy has gone through four stages:gradual recovery period,legal standardization period,steady development period and overall deepening period.China's vocational education funding policy provides a positive institutional guarantee for its healthy and stable development,but there are still some problems existed,such as the proportion of the total education funds is not high,the average student funding is low and the regional gap is large,the social forces are not investing enough,and so on.In the new historical period,in order to meet the practical needs of the development of vocational education,it is necessary to continue increasing the government's financial allocation,generally implement the per student funding standard,and improve the diversified financing mechanism,so as to solve the problem of funding guarantee for vocational education. |
