| 摘 要： | 在世界城市化趋势下 ,我国城市化已经步入快速发展期 ,城市数量持续增加 ,经济总量大幅提升 ,经济结构明显改善。与此同时 ,城市化进程对经济、社会、生态等产生了巨大影响 ,中国城市化面临诸多前所未有的新问题 ,其中土地粗放使用问题尤其突出 ,包括城市占地扩张和作为其延伸的开发区建设用地 ,都有待进一步提高土地利用的集约化程度。根据我国人多地少的基本国情 ,必须及时采取包括明晰土地产权、理顺土地收益分配、完善土地税收体系、注重城市整体规划、规范和完善征地行为、健全城市土地储备制度等在内的各种措施 ,扭转城市土地粗放使用局面 ,促进城市土地集约化利用

| Abstract: | Since the openingup and reform policy adopted in 1979, especially, in the 1990's, China is accelerating its urbanization speed according to the world urbanization development trend,i.e. city population sustainable increase. At the same time, the land resources is limited, which is the most fundamental situation of China. That is why the country should adopt the land intensive usage policy. But today most of the cities' land usage is extensive. To reach the goal of land intensive usage, the following measures should be taken: the definition of property right should be clear, the allocation, expropriation and taxation systems should be regulated according to new situation. Only through that can the urban economy be sustainably developed. |
