| 摘 要： | 我国的生育保险制度自建立到今天经历了一系列的演变.从整体看,生育保险制度的改革方向是建立社会统筹的生育保险,改变用人单位负担的传统单位模式,以减轻用人单位负担,降低女性就业门槛,促进女性就业.通过对生育保险制度演变过程中政府的责任分析,发现政府所承担的设计和规范责任、财政责任、监管责任和实施责任还不充分,有待提高完善.
