| 摘 要： | 自全国人民代表大会通过《中华人民共和国立法法》赋予地方立法权以来，我国地方立法由于信息不对称导致立法质量不高的问题日益突出。为此，提出：遵循WTO透明度原则，以信息公开为推手，通过“三环一台”措施理清地方立法信息公开路径，完善四大机制，实现地方立法信息全方位多层面公开透明，避免暗箱操作带来的利益寻租，提高地方立法质量和效率。

| Abstract: | Since the National People’s Congress passed the legislation law which gives local legislation to the Provincial People’s Congress, the local legislation information asymmetry problem is increasingly prominent which distorts the quality of the local legislation. Based on the analysis of the reasons and consequences of the local legislation information asymmetry problem, the paper gives suggestions on local legislation information disclosure by outlining its routines and mechanisms of disclosing the local legislation process and results and quality. |
