| 摘 要： | 对高校文献采购招标实践中的最低价中标问题进行了深入分析,认为当前高校图书馆文献采购招标机制非优化状态是导致最低价中标问题大量出现的根源。这种非优化状态,在操作层面上,表现为"低价至上"、"定位错置"、评标方法不合理等;在制度层面上,表现为在当前非自主性和半自主性招标作为主流机制下,高校图书馆采购主体地位被虚化,文献采购自主权处于边缘或"贫困"状态。

| Abstract: | Based on the analysis on the situation of winning a bid with the lowest price in Academic Libraries' book purchase,the author thinks that unoptimizable mechanism of purchasing by public bidding is the major cause of the problem. This unoptimizable state,at the operational level,reflected in "lowest price first","position misplaced",unreasonable evaluation methods,etc.; at the system level,reflected in the non-autonomous and semi-autonomous bidding as a mainstream system. The academic libraries are pushed out of position of decision making. |
