| 摘 要： | 党的十六届三中全会明确提出“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”。认真贯彻和落实科学发展观,目的是为了更好更快地发展。要加快推进经济增长方式由粗放型向质量效益型的根本性转变。要完善领导干部的政绩考核体制,树立正确的政绩观。要坚持以人民群众为本,大力倡导人文关怀,努力构建和谐社会。

| Abstract: | The third plenum of the 16th CPC Central Committee presented "persisting in putting the people-first approach, establishing the concept of all-round, coordinated and sustainable development, accelerating the all-round development of economy, society and people ". The purpose in earnestly implementing and fulfilling the concept of scientific development is to foster better and faster development. We must speed up to fundamentally change the economic growth from the rough mode to quality and efficiency mode. We must perfect the assessment system of the leading carders' performance and make them take a correct attitude toward their performance. We must persist in putting the people first, advocate humane care and strive to build up a harmonious society. |
