| 摘 要： | 目前，我国部分高校由于历史原因，人事管理制度不健全，造成了教职工队伍的学历、职称、结构比例不合理。这种状况早已不能适应高校改革的新形势，阻碍了教学质量和办学效益的提高。因此，笔者提出严格编制管理，优化教职工队伍的学历、职称结构等措施，从而改善教职工队伍的状况。

| Abstract: | At present there are somewhat unreasonable states of records of formal education,position, structure proportion of teachers and staff ranks in some Chinese universities due to thehistorical reasons and the imperfect personnel administrative system. The states not only don't suit theneeds of the university reformations,but also hinder the rises of teaching quality and the benefits ofrunning universities. Therefore, in the paper the author puts forward the measures of strengthening thepersonnel administration and optimizating the structures of the teachers and staff's records of formaleducation and the positions in order to improve the states of teacher and staff ranks in univerSities. |
