| 摘 要： | 在计划经济体制下,中央政府凭借政权强势地位为推进工业化战略而对农村金融资源从制度供给、资金配置等方面进行了控制。改革开放后,作为中国经济增长内生变量且同样具有“暴力潜能”的地方政府逐渐取得了农村金融资源特别是资金资源的实际控制权。无论是中央政府还是地方政府对农村金融资源控制的绩效都是比较差的,这有损于农村金融市场的交易效率,无助于农村金融制度创新,不利于农村、农业发展。减少农村金融资源政府控制行为的路径在于深化政府职能改革和乡村治理结构改革。

| Abstract: | Under planned economic system,in order to advance industrialization strategy,the central government,relying on the state authority,controlled the rural financial system and fund deployment.After reform and opening,as an endogenous variable of China's economic growth,the local government,with "violence potentiality" as well,has gradually obtained the actual power of controlling the rural financial resources especially fund resources.Both the central government and the local government have poor efficiency when they control the rural financial resources,what impairs the financial transaction,does no help to the rural financial system innovation and the development of agriculture and countryside.Reform of government's function and rural administration structure is the available way to reduce the government controlling of rural financial resources. |
