| 摘 要： | 农村剩余劳动力的转移问题,是关系到整个农村稳定、农村经济发展和全面建设小康社会能否实现的关键性问题.人力资本障碍和体制障碍是我国当前农村剩余劳动力转移的主要障碍.改革户籍制度、社会保障制度、就业制度,加大培训力度,充分发挥社会民间组织的作用,实现我国农村剩余劳动力稳步转移,具有特别重要的意义.

| Abstract: | The problem of the surplus labor force transmission in the countryside is the key problem which concerns much about the stability of the whole countryside,the economic development of the countryside and constructing the comfortably-off society.The barrier of the labor force capital and the barrier of system are the main barriers which cause the transmission of the surplus labor forces in the countryside at present in our country.It is especially significant to realize the steady transmission of the surplus labor forces in the countryside to reform the household register,social safeguard system,and employment system,to strengthen the labour force training and to make a full play of the local organizations. |
