摘    要:对国家人才战略规划实施效果的评估关系到我国人才强国战略目标的实现。当前,在国家中长期人才发展规划各项重大措施全面启动实施之际,建立相关实施效果评估机制具有重要的理论和实践意义。本文在对政策评估、公共项目评估相关研究进行回顾的基础上,分析了课题组前期开展的国家人才规划实施一周年实证评估工作的经验及不足,结合相关理论研究提出了建立国家人才战略规划评估机制框架,探讨了评估的重点内容及基本路径,提出了相关对策建议,以期对推动我国人才战略规划评估工作有所借鉴。

Abstract:Exploration about the theory and practice of the long-term performance appraisal mechanism on National Talent Developmental Planning is important for the implementation of talent power strategy in China.At present,establishing the appraisal mechanism on talent planning has important significance in theory and practice when the major measures are carrying on.In this paper,based on a theoretical analysis on the talent planning evaluation,public program evaluation,we summarize the major experience of talent planning implementation evaluation for the one year,put forward the main idea,method,content about how to establish long-term talent planning monitoring and evaluation mechanism,and give some relevant policy suggestions,in order to promote implementation of talent power strategy in China.
