| 摘 要： | 社会保障公平是社会保障制度、政策的基本价值取向,是构建和谐社会的基础。本文从和谐社会视角研究社会保障公平与效率的逻辑关联,探讨以"和谐"为标尺寻找社会保障公平与效率的最佳结合;通过分析社会保障制度的体制性和结构性缺陷,明确我国社会保障制度的建制理念和改革方向。
