| 摘 要： | 农村义务教育的财政投入事关农村教育事业发展的大局，是影响农村义务教育发展的主要因素。历史和现实表明，义务教育的统一财政和分级管理体制、义务教育地方负责和分级管理体制以及农村义务教育地方负责、分级管理、以县为主的体制都不能从根本上缩小义务教育财政投入的城乡差距和地区差距。借鉴国外发展义务教育的成功经验，结合我国实际，建立相对集中型的义务教育管理体制是我国义务教育管理体制改革的根本方向。

| Abstract: | Public investment of compulsory education in rural areas is concerned with rural educational cause. It is an important factor of development concerning rural compulsory education. History and reality show the system of unified finance and classified management, that ruled by local government and that ruled by local govemment in which county is mainly responsible don＇t narrow the gap between urban and rural areas and regional gap of fiscal investment to compulsory education fundamentally. Learning from foreign successful experience of compulsory education and integrating our situation the guideline of compulsory education reform is to build the relatively concentrated compulsory education system. |
