| 摘 要： | 20世纪以来,伴随矿产资源开发,资源型区域凸显诸多问题,主要包括:资源损耗和生态环境破坏、产业结构单一化与反工业化、短期经济增长波动与长期经济增长滞缓以及寻租、就业矛盾、安全事故、收入差距等。难题的产生源于矿产开发的特殊性与收益分配制度的缺失。在资源环境与经济社会协调发展的内在需求,与全球气候变暖、低碳经济和绿色发展的外在压力下,需要围绕矿业收益的分配、调控与转化,建立矿产资源产权与收益分配机制、生态环境补偿机制、资源财富转化机制、绿色创新激励机制以及产业结构优化升级机制,通过制度创新、产业规制与政府监管等手段,破解资源型经济所面临的诸多发展难题,推进资源型区域的可持续发展。
