| 摘 要： | 中国有14个岛县、上百个建制海岛和300万平方公里管辖海域,关乎国家核心利益,具有重大的开发价值。跟进当今世界海洋经济发展潮流,长海县域应当积极承担国家使命,面向世界创建具有中国特色的海岛经济新模式———海洋牧场,为全国建制海岛经济开发建设提供示范基地。
