| 摘 要： | 阐释城镇化、就地城镇化的概念以及新型城镇化的要义，提出公共图书馆肩负“人的城镇化”的重任。着重阐述公共图书馆在新型城镇化进程中，应承担促进社会平等、彰显公民民主权利方面的作用，发挥公共图书馆社会教育的职能。提出公共图书馆应致力于建立立体辐射模式，融入城镇社区，打造数字服务平台，完成服务于新型城镇化的使命。

| Abstract: | After a brief analysis of concepts of urbanization, local urbanization and new urbanization, the role of the public libraries particularly in promoting urbanization of people is discussed. Public libraries, are to shoulder the responsibility of improving social equality and realizing citizens' civic rights to the full, to perform the function of social education. Public libraries should focus on building a three-dimensional radiation mode, integrating into the urban community, developing digital service platform, to carry out the mission of new urbanization. |
