| 摘 要： | 基础教育阶段的素质教育具有由四个要义组成的新内涵，即素质教育是一种教育主体之间合作实施的、面向全体学生的、使每学生全面发展、主动发展的教育；只有从教育思想、教育内容、课程体系、教学方法、教学评价，以及师资队伍建设和教育环境等方面进行整体改革，建构新的教育运行机制，才能确保素质教育的顺利实施。

| Abstract: | The four principal new connotations of preliminary quality education should be cooperative education, active education, non exclusive education and all over development education. To guarantee a full realization of preliminary quality education, a new education mechanism must be established by way of changing education ideology, modifying education contents and course system, reforming teaching methods and teaching appraisement, promoting the teaching force and improving education environment. |
