| 摘 要： | 网络舆论是一把双刃剑。如何让网络舆论发挥它优势的同时又让它的危害性缩减到最小．这是当前理论界和网络主管部门都颇为关注的问题。网络舆论的健康发展离不开网络从业者媒介素养的提高．离不开主管部门对网络舆论得以传播的各个阶段的网络用户的监管和引导．更离不开立法机关在深入调查研究所得结果的基础上尽快完善相关法律法规．使得网络舆论的监管与引导能做到有法可依、有规可循。
