摘    要:完善高校内部治理结构是建设现代大学制度的重要内容,是目前深化高等教育领域综合改革的主要任务和目标。完善高校内部治理结构重在处理好大学内部各个不同利益群体之间的权利配置以及学术权力、行政权力等交互作用的关系,优化人力资源配置是完善高校内部治理结构的主要路径之一。临沂大学把建设现代大学制度、完善内部治理结构作为学校内涵发展的基础和动力。通过政策引导、营造氛围、利益机制调整等改革措施,引导人才资源向教学和科研一线流动和聚集,弱化了“官本位”,强化了“学本位”,取得了显著改革成效。

Abstract:Improving the internal governance structure is the main task and objective of deepening comprehensive reform in the area of higher education. Improving internal gover- nance structure lies on the internal power allocation among the interest groups and the handling the interaction between academic powers and administrative powers. Optimizing the allocation of human resources is one of the main paths to improve the internal gover- nance structure of universities. Establishing modern university system and improving inter- nal governance structure is the starting basis and driving force for the connotative devel- opment of Linyi University. Through policy guidance,culture construction,benefit adjust- ment mechanisms and other reform measures,Linyi University has achieved significant re- form results. It succeeds in gathering the talents to the teaching and research field,which weakens power orientation while strengthens the academic orientation.
