| 摘 要： | 高校战略管理是对高校改革和发展立足全面面向未来的前瞻性管理，是对高校一切活动实行的全面性管理和一系列决策与行动的应变性管理。为有效推动我国高校战略管理，激发高校战略管理的积极性，文章在阐明高校战略管理动因内涵基础上，剖析了高校战略管理由外在动因向内在动因转化的机理，提出了政府应给高校充分自主权的基础上对高校进行战略性指导，高校应建立相应的战略管理机构，完善战略管理的规章制度等增强高校战略管理内在动因的措施。
