| 摘 要： | 中共从诞生开始就与地方自治结下了不解之缘。中共始终坚持其民主本质,成立初期,在批评联省自治的同时它并不反对真正民主的地方自治,第一次国共合作时期,也明确支持地方自治。抗战时期它把地方自治纳入到施政纲领之中,领导各根据地实现了地方自治,并以其为动力推进全国政治民主化。抗战胜利后还把地方自治作为确保中共解放区、夺取东北的有力武器。建国后,地方自治的发展进入了一个崭新的阶段,在民族区域自治、特别行政区高度自治、村民自治等方面取得了巨大成效。中共的地方自治思想和实践对于促进国家政治民主、解决民族问题和国家统一问题具有重大的理论和实践价值。

| Abstract: | CCP paid a lot of attention to self-government since 1921.It had applied the policy into practice,and made use of it to struggle against GMD.It had made great achievements on regional autonomy of minority nationalities,highly autonomy of special administrative area,and villageautonomy.There are great theoretical and practical values for promoting political democracy,building good relations between central and local governments and solving nationalistic problems and unifying the country. |
