| Abstract: | Structuring of socialist harmonious society need a leading role of public administration practiced by government. As known to all, harmonious society is a human-based society. In another word, the administration of government is expected to practice the basis of human and in the meantime human-based administration is the essentially administrative ideology for structuring of harmonious society. To hold the guideline of ideology of human-based administration, the mode of democratic administration is needed. And that is to say, the mode of democratic administration is the basic mode of administration for harmonious society. Furthermore, public service government is also needed in putting the human-based ideology as well as democratic administration into effect. |
