| 摘 要： | 13个藏族自治地方是我国建设全面和谐小康社会的重点和难点区域。民族法制、民族区域自治制度在藏族地区半个多世纪的实践和藏族地区社会经济发展中发挥了重要保障作用。藏族地区要实现构建和谐社会的战略目标,离不开民族法制的强力保障。本文从重视民族法制建设;树立法治理念;制定实施《民族区域自治法》的地方法规规章;加强和完善自治法规建设;普及法律知识,加强民族法制的实施监督力度等方面,探讨了如何保障藏族地区构建和谐社会的民族法制。

| Abstract: | The 13 Tibetan autonomous regions are the major places where the building of a well-off and harmonious society will be found less facile.National legality of the national regional autonomy has played an important role in the building of the economic development of the Tibetan regions in the past 50 years.The realization of the strategic goal of building a harmonious society in the Tibetan regions can not be severed from the mighty guarantee of national legality.Much discussion is given in this paper with regard to the construction of national legality and establishing the idea of ruling by the law,to the formulating of local statues and regulations of the National Regional Self-ruling Law,to the strengthening and perfecting of the building of self-governing statues and to the popularizing of legal knowledge,in order to probe into the national legality in helping build a harmonious society in the Tibetan regions. |
