| 摘 要： | 城市及区域规划是一项富有宏观的战略性、特殊的区域性以及系统全局性的规划工作,在整个国民经济和社会发展进程中发挥不可代替的作用,城市及区域规划是区域城市统筹规划和城建集聚体编制、计划的总体依据与基础载量体。城市及区域规划辐射范围广泛、涉及内容复杂,是区域城市发展和提升的远景蓝图与绘本,更是保持区域整治科学化与合理性的战略安排,区域经济发展战略、可持续发展规划、土地资源利用规划、区域政策与发展规划、基础设施改进与完善、城镇与乡村体系统筹规划、工农业生产部署和安排等具有先导性、基础性、主导性以及公益性特点的规划内容是区域规划与管理涵盖的重要方面。对于城市及区域规划内涵、属性、理念、方法等相关内容的再探讨,对于规制传统理论与前沿规划观念的融合具有重要的研判价值和参鉴意义。

| Abstract: | City and regional planning is a rich macro strategic, special regional and global planning work, plays an irreplace- able role in the national economy and social development in city and regional planning. Regional planning and urban con- struction plan, as a whole, the basis and foundation load body. City and regional planning is not only the vision of the city and the picture of regional development, but is the maintenance of the regional renovation of scientific and rational strategy arrangement, regional economic strategy development, sustainable development planning, land use planning, regional policy and development planning, infrastructure improvement and perfection, urban and rural system overall planning, industrial and agricultural production arrangements, and dominant and characteristics of public welfare planning content. Further discussion on city and regional planning and its property, method, concept connotation and other related content is of great value and reference significance in the fusion of traditional theory and advanced planning regulation ideas. |
