| 摘 要： | 按照党委领导下的校长负责制的要求，高校党委理应是学校依法治校的领导力量。在领导依法治校工作中，高校党委应正确处理与校长的关系，明确“领导”的重点和关键，严格执行工作程序，进一步完善民主集中制，依法领导，按章办事，做依法治校的模范。

| Abstract: | According to the principle of presidential responsibility under the leadership of the Party Committee, the Party Committee should be the leading power in the administration of university by law. The Party Committee should then handle properly its relationship with the president, abide strictly by the regular procedure of operation and enhance democratic centralism. |
