| 摘 要： | 乌蒙山矿区资源开发与经济增长相悖而衍生贫困,制度经济学为慢性贫困与发展悖论提供了一个新的分析视角与解释逻辑。恶劣地理环境与脆弱生态本底构成慢性贫困的客观自然基础,制度障碍、体制病理强化分配不均与贫富差距的人为过程;而保障缺位固化强势群体既得利益催生发育弱势群体慢性贫困,从而实现悖论问题的逻辑生成。深度脱贫开发亟需综合利用国家财税、产业、金融、价格等政策参数建构一个"富民强区"的制度性框架体系,加快"人本"目标建构与过程转化有望解码资源地的贫困迷局。

| Abstract: | For the Wumeng Mountain area resources exploitation and economic growth which derived from poverty, an institutional economics provides a new perspective and explains the logic of chronic poverty and development paradox. Harsh geographical environment and fragile ecological background constitutes the nat-ural basis of chronic poverty, institutional barriers, strengthen system pathology of uneven distribution of an-thropogenic processes and the gap between the rich and the poor;and security vacancy curing strong group of vulnerable groups has vested interest developed chronic poverty, so as to realize the logic paradox. The depth of poverty development requires comprehensive system framework using national taxation, industry, finance, price and other policy parameters to construct a＂enrich the people strong area＂,＂poverty is expected to accel-erate in conversion decoding resources of the＂target construction and process. |
