摘    要:改善大学人力资源管理的关键 ,在于创建有助于人才合理有序流动的新机制。高校应营造开放流动的用人环境 ,以聘任制为核心 ,科学设岗 ,择优选聘 ,借鉴国外“非升即走”、终身教授制等办法 ,加强高校教师队伍建设。与此同时 ,应注意处理好近亲繁殖与稳定西部高校人才这两个问题

Abstract:The key to the improvement of human resource management in universities lies in the establishment of new mechanism helpful for the orderly flow of trained personnel. Colleges and universities should create an open and mobile environment for personnel placement, with the appointment system as the core, establishing posts scientifically, selecting and employing the superior personnel, and using the experiences such as "improving or leaving" method and lifelong professor system of foreign countries as reference to enhance the teacher staff construction of colleges and universities. At the same time, the two issues of "inbreeding" and stabilizing personnel in western colleges and universities should be paid attention to.
