| 摘 要： | BOT是一种私人资本参与一国基础设施建设的方式。我国急需通过 BOT方式引进外国资本 ,发展基础设施建设。 BOT政府保证制度与一般担保保证制度存在区别 ,政府有必要对 BOT项目提供一定保证 ,并注意不能滥用政府保证及其效力问题

| Abstract: | BOT is pattern that private capital joins in a country's infrastructure construction.Our Country is badly in deed of bringing in foreign capital to develop the infrastructure construction through BOT.There exist differences between BOT govenment Guarantee system and the general one.It's necessary for a government to guarantee BOT projects but not to abuse it and to pay attention to the issue of effectiveness. |
