| 摘 要： | 文章从数据库的法律保护、合理使用范围的缩小、法定许可的运用、著作权集体管理组织的建立及技术措施的法律保护等方面对这一论题进行阐述；指出数字图书馆在主动适应新形势的同时，政府应给予其政策上的优惠、财政上的支持，以加快数字图书馆建设的进程，使其朝着健康有序的方向发展。

| Abstract: | The impact on digital library construction of the new copyright law, are explained and discussed in this paper from the respects, such as the legal protection of the database, fair use, legal licence, collective management organization of the copyright and legal protection of the technological measure. It points out that while the digital library adapts to the new situation voluntarily, the government should offer the favour on its policy, financial support, in order to accelerate the process of digital library construction, make it develop in healthy and orderly direction. |
