| 摘 要： | 西部大开发的实质是区域发展问题 ,在现代文明和高速发展的科学技术条件下 ,知识已成为生产力的内在要素 ,知识经济表面凸现出来的是科学与技术 ,而知识经济的根本在于人的创造力量 ;劳动者的受教育程度、科学文化素质以及职业技术水平是决定一个国家和地区经济与社会发展的关键因素和基础条件。提高对西部地区人力资源开发重要性的认识 ,分析西部地区人力资源开发与利用现状 ,采取有效措施 ,搞好人力资源开发 ,把沉重的人口负担转化为强大的人力资源 ,可以推动西部地区经济快速健康发展。

| Abstract: | The essence of western development is the issue of the regional development.Under the conditions of modern civilization and the development of science and technology,knowledge has become the intrinsic factor of productive forces.Knowledge economy is reflected by the science and technology but behind the facade is the critical power of people's creativity.Level of education,scientific knowledge and professional skills people will acquire become the critical factors and basic requirements to determine the social and economic development in the nation-wide or regionally.The significan of developing and uticizing the human resource in western regions is to promote the awareness of the importance on human resource development in western China,to analyze the development of human resource and its current situation,to take some efficient measures to conduct the development of human resource,to transfer the heavy burden of the large population into the powerful human resource,and to promote the development of regional economy healthily and rapidly. |
