| 摘 要： | 创建现代大学制度是中国高等教育改革的重要内容,旨在协调和改善大学与政府、大学与社会、大学内部行政权力与学术权力的关系。中国的现代大学制度建设,不可能脱离中国的特殊政治体制和教育管理体制、特殊的历史文化传统、特定的社会发展阶段和国际大环境。这项制度建设既要充分吸收西方大学制度的合理内容,又要植根于中国国情,应具有普适性、时代性、效率性、法治性、多样性等特征。目前,中国特色现代大学制度的框架已基本明确,但具体建设内容需进一步研究细化,应当把改善政府宏观管理、完善大学领导体制、优化大学组织结构、保障大学民主管理、制订大学章程、推进大学专业评价作为重点。在制度建设推进中,要注重系统设计,整体推进;要抓关键环节,重点突破;要"自上而下"与"自下而上"相结合;要完善利益协调机制,尽可能减小改革的阻力;要重视大学文化建设,促进大学精神的复归。
