文化形态是指一种文化的内部结构、运动方式及其表现形式。公共档案馆作为现代社会的一种文化机构，以其独有的文化资源和文化方式为社会和社会发展服务，其独立的文化形态和文化价值已深植社会之中，是一种特殊的社会文化形态。
