| 摘 要： | 通过教育与培训解决农村转移劳动力的就业问题只是教育功能发挥的一个层面，从城市化发展的趋势和农村转移劳动力的个体发展需要来看，实现该群体的市民化，使其成为城市新市民，才是教育与培训在更高层次的目标定位。为了实现农村转移劳动力的市民化发展，要充分发挥社区教育大众化、多样化的优势，促进农村转移劳动力的素质全面提升，推进其成为新市民的进程。

| Abstract: | Solving the problem of the transforming rural labor' s employment is one of the functions of education and training.Judging from the trend of urbanization and the need of the transforming rural labors,the citizenization should be set as the education and training goal.For reaching this purpose,the community education should develop the advantage of the popularity and diversity,improve the quality of the transforming rural labor,and drive the development of being new citizens. |
