| 摘 要： | 本文围绕《档案法》的修订,在分析档案存在的现状的基础上,对新时期档案公共治理边界、档案法治体系框架进行了初步探析,对新型档案行政监管、档案公共事业做了阐述。最后就《档案法》修订涉及的几个重要问题提出分析意见,强调凭证性档案作为特殊语言形态对现代广泛而高效的社会交往起着重要支撑作用,应引起特别重视。

| Abstract: | Concerning the amendment of the Archive Law, this article analyzes the current situation of Chinese archive existence and puts forward new thinking on the boundary of archives public governance, the structure of the rule of law system in archive administration, and discusses about the new missions of both of archives administration and public archive services. It also discusses about several key problems relative to amendment of the Archives Law, stressing that it is necessary to pay more attention to certificate file which as a special form of language has been playing an important role in modern social interaction. |
