| 摘 要： | 当前网络信息安全形势严峻，网络信息安全建设已成为信息化建设的重中之重。信息安全有三个要素：策略、管理、技术。网络系统的信息安全可划分为五个层次：物理层、网络层、系统层、应用层和管理层，每一层都要有相应的安全策略。
