摘    要: 在分析现有区域科技能力评价方法的基础上,提出了一种基于个性优势特征分析的综合评价方法。该方法从最有利于每个被评价对象的角度确定指标权重,利用该权重对所有对象进行评价,从而挖掘被评价对象的个性优势特征;在汇集每个被评价对象所有评价结果的基础上,对全体被评价对象进行民主评价,用以判断各评价对象的个性优势特征民主评价情况。最后,将该方法应用于我国31个省级区域科技能力的评价,对各地区科技能力的个性优势特征及排名进行了分析,得出一些有益的结论。

Abstract:By analyzing the existing evaluation methods used to evaluate the regional scientific and technical capability,the paper proposes a new comprehensive evaluation method based on the analysis of individual advantage characteristic.The method obtains a group of weights in each examinee's favored point of view,and evaluates every examinee under the groups of weights in order to distinguish their individual advantage characteristic.On the basis,the method gathers all the evaluation results that are got from every examinee's point of view and implement democratic evaluation.Finally,the method was used to the regional scientific and technical capability evaluation of 31 provinces of China.The paper analyzes the individual advantage characteristic and order of every province,and obtains some conclusions.
