| 摘 要： | 面对非经济生活领域的道德调控“失灵”,面对网络上的色情传播已成为当前的新灾害 ,而民事救济机制对于民事非法行为的调控明显无能 ,因此司法机关采取适度有序的行政措施就显得十分重要。
