| 摘 要： | 当前，各族群众基本生计状态偏下和基本发展机会较少等是我国少数民族地区凸显的民生问题，改善民生是政府义不容辞的责任。引入绩效评价方法，有助于民族区域责任政府建设，应将关系到各族群众切身利益的民生问题纳入政府绩效评价内容之中。与此同时，民族地区政府应在科学发展观的统领下，牢固树立公共服务理念，改革传统的行政体制，不断优化政府绩效考评的内容与形式，促进公共服务的效率和效果，满足各族群众的民生需求。

| Abstract: | Low - level living conditions and few opportunities for development are two distinct features of present livelihood issues in China＇s ethnic regions. It is incumbent upon the local governments to improve the situation. Therefore, this paper argues that the livelihood issues related to ethnic groups as important indicators should also be included into the evaluation system of local government performance. Meanwhile, the governments should be public service - oriented under the guidelines of scientific outlook on development, reforming the outdated policies in the administrative system while optimizing their performance evaluation system. Based on these measures, it believes that the establishment of a responsible government will certainly promote the public service efficiency and satisfy the ethnic groups＇ demands for their better livelihood. |
